The fallowing steps outline the entire process from proposal submission to notification of review results.
As the “Registered Institution” for the public neutron beamlines at J-PARC, CROSS has two primary functions:
As part of its Proposal Selection role, CROSS is responsible for establishing and consulting a Selection Committee composed of members who are suitably qualified and experienced in relevant fields. To ensure that the Selection Committee can freely and fearlessly provide advice to CROSS from an independent position, candidates for Selection Committee membership are carefully chosen from a range of professions and areas of expertise. Accordingly, with a membership that possesses a wide range of high level specialist expertise, it is one of the roles of the Selection Committee to provide unbiased and independent advice that gives integrity to and inspires confidence in the user selection process.
The Proposal Selection function of CROSS differs slightly between public and contract beamlines. For public beamlines, CROSS is responsible for reviewing and selecting of research proposals. To this end, the Proposal Evaluation Committee (PEC) and Expert Panels, -consisting of both Japanese and international experts- have been established under the Selection Committee. All PEC and panel activities are conducted in English.
For contract beamlines, CROSS is responsible not only for assessing and selecting proposals to use these beamlines, but also for evaluating and approving new contract beamlines facilities. To support this, CROSS has established a Contract Beamlines Evaluation Committee (CBEC) under the Selection Committee. The CBEC’s advice and recommendations are submitted to the Selection Committee for consideration.
The Selection Committee may also establish task forces as needed to consider and advise on specific issues related to facility utilization and promotion.
